Production at KAvZ started in 1950, while at PAZ it began in
1952. This bus, although usually referred to as PAZ-651 is
identical to KAvZ-651 [Kurganskiy Avtobusny Zavod - Kurgansk Bus-manufacturing
Plant - 
KAvZ]. They have no difference whatsoever, but were produced at
two different factories. From what I understand, this bus was
first produced only at PAZ until 1958. Then, in 1958, KAvZ took
the production line from PAZ. KAvZ produced modification KAvZ-651
1961-1971. A modification of this bus, PAZ-653 was an ambulance,
weighing 400 kg [880 lbs] less due to lack of equipment for
passengers, produced 1950-1956 and PAZ-657 and PAZ-659 vans,
produced until 1958. These vans were often used as portable
stores. All these buses are based on GAZ-51
